In the new Yearbook of Direct Democracy 2021 (in german language) Eike-Christian Hornig presents an analysis of plans in the German state of Thuringia to introduce a facultative referendum. By using the comparative tools from the Direct Democracy Navigator, Hornig shows how to evaluate the plans.
